Michael P. Scharf is a professor of law and director of the Center for International Law and Policy at New England School of Law. From 1989 to 1993 he was attorney-advisor in the U.S. Department of State’s Office of the Legal Adviser. While at the State Department, he was also a member of the U. S. Delegation of the United Nations General Assembly and to the UN Human Rights Commission. He is co-author, with Virginia Morris, of An Insider’s Guide to the International Criminal Tribunal for Rwanda (Transnational Publishers, 1998), which won the 1999 American Society of International Law.
